Yes. NGOs and QUANGOs are a government agency pretending to be a non-government agency to do an end run around the law. The CIA actually said in the 80s that their media deception ops had backfired badly, so they were going to set up this "non-governmental" media deception agency that was pretty much the same thing but which claimed to have no government ties.
And pretty much every policy pushed by NGOs is woke nightmare commie garbage.
