The Spanish energy grid is a mess entirely made of meme energies and being connected to it would make the French one fragile. You could see it in the recent blackout where French electricity distribution fortunately shut down connection to Spain immediately.
I don't know about the high speed rail but France has loads of those and make them connected with all the other neighbors. I guess there wouldn't be enough traffic for them.

I know the Portuguese have been complaining for decades about Spanish refusal to build a high speed rail connection from Madrid to the Portuguese border.
Apparently the Spanish are required to do this due to some EU regulation, but it never seems to move past planning stage due to endless preparatory studies, environmental issues, legal objections, bureaucratic delays....
