Even when it was the OSS, Dulles used it as a shell to do the work of empire. From running opium from China to setting up criminal deep states in Italy and other nations that fell under US control at the end of WWII, the OSS already set the template for the CIA's cornering of major criminal trafficking globally and toppling various governments to install fascist collaborators. Of course, don't forget the harassment and assassination of protestors and activists within the US, in which it was joined by the similarly aristocratic FBI which had been serving to put imperial collars on gangsters and harass dissidents since before the war.
