- nuclear families are sensitive to economic conditions and we're in an economic downturn (due to inflationary monetary policy - so, cut that out; and halt immigration)
- income equality between men and women lowers birth rates (so, get women out of the work force, reduce their education to homemaking)
- family planning should be discouraged (ban condoms, ban birth control, restrict abortion to medical necessities, shame non-reproductive sex such as oral or anal, promote unprotected vaginal sex)

But you really need to do ALL of those things, not just one.
