They don't want to run their servers that hot and low pressure steam is almost useless as a power generating source. This is why power plants have condensing towers that turn low pressure steam back into hot condensate rather than chasing after the last few watts of power out of the steam with a massive low pressure steam turbine.

A datacenter might be able to augment district heating but that requires you to have district heating installed and able to get benefit from mid 40C water.

It is. They use better coolant than water in the internal circuits. But said coolant still need to dump heat somewhere and they use a second open loop source aka water. Its the same method nuclear power plants use.

there are two water sources that cool the server farm.

The first as you say is the internal closed loop which is occasionally topped up by a pressurisation unit to replace any water lost via a relief valve.

The second is the water sprayed onto the adiabatic wet pads of the cooling towers which evaporate, this water vapor not visible like a nuclear power plant because the temps of a server farm are much lower however the quantity is there.

The cooling working fluid is closed loop effectively. But they dump the heat into the municipal water supply that moves past the datacenter. This saves most of power they would need to use blow a huge amount of air through a radiator. It allows the cooling fluid to be equal to the effective ground temperature of the water in the watermain which is much cooler than air temperature during warmer times of the year.

I work at a Datacentre in Ireland.
The water is ran through massive radiators with fans attached to cool down the data halls, after passing 26°C it becomes inefficient to use water cooling and we switch over to the generators.

On summer days the site engineers would fully open the intake wall in the data hall and I could see through the radiator fans outside into the cooling & generator area.

We had concrete floors so rather than having fancy under the floor cooling ducts the walls were just lined with CRAC units and fans. Made the whole system simple and easy to understand.

Not true, groundwater is like a nearly full reservoir and when it rains it fills up then spills out into rivers on its way to the sea, so by depleting groundwater you are effectively capturing more fresh rainwater, and the more you deplete the more you capture. The amount of water entering into a standing freshwater reserve is proportional to its area and the amount of rainfall. Both of those variables remain fixed. You're not going to increase rainfall to any appreciate degree because it's spread out over the entire region. Typically that type of system will lose 1% of its flow. So if they’re losing 500,000 gal/day then that translates into a flow rate of like 35000 gal/min. Which is massive and the type of flow you would see in a chemical plant.
More likely is whoever set this data center up is fucking retarded and just decided to buy 350 gal/min and waste it in a once through setup. Which is nothing for a city scale water plant.

Something is being consumed and that is water from aquifers. Once water is pulled up from deep aquifers, it takes a very long time for water to get back down there.

Surface water is usually not potable, warm, and full of other shit. In addition most surface water evaporates pretty quickly. For instance, after a rain fall in Wisconsin, USA, like 50 to75% of the rain water goes right back into the atmosphere. Most of the rest is taken up by plants, small amount gets into the ground and streams. A shred makes its way to an aquifer.

So in a way we are using up a very important resource. That said, we don't know how much is down there. If you look up the Ogalalla Aquifer, you will find great info on research that has been done. They've been pumping out of that aquifer for about 100 yrs now and the measured water level hasn't really ever come back up. It just keeps getting lower and lower. That aquifer is responsible for a lot of farming in the North Texas and Oklahoma region.

To summarize, good clean water from aquifers is being consumed. We don't really know how they replenish and don't know how much is done there. But we are using it up. Clean water is also a tool of control.
