That's true, but it depends where you live. The US is less totalitarian because of greater mobility for citizens, you can simply move to not engage with tyranny. That isn't the case in the EU, there's nowhere to run from it unless you're willing to jump the fence entirely and russia isn't exactly much better in that regard.
