They're using the same playbook they used everywhere else.
When they see the pendulum about to shift, they create the shift themselves and control it by seeding a populist candidate who is there to make you believe your vote had an influence. They make it appear like concession were made but the real ruling force behind the kabuki theatre keep doing whatever they have to do to succeed into the globalization of the planet and the submission of the world to an unelected and hidden shadow government.
The fractional banking system and the actions of the Japanese government led to an impoverishment of the population and a sudden increase in immigration due to Japan popularity increased ressentiment against immigration.
They are manipulating those emotions into achieving the exact same goal.

Japan is stuck in early 2000 there is no innovation. China and Korea beat them in electronics and new stuff. The only thing that japan keeps innovating on is toilets..

just make a requirement that immigrants need to be able to understand and talk japanese fluently enough to hold a conversation with a native

The problem with that is that Japanese language education abroad sucks and one of the easiest ways to learn a language is by being surrounded by it and using it every day
So you'd turn away people who would pick up the language otherwise
(I'm really grateful for my language teachers here desu)
