The smoke cleared within a few days. NYC has weather and isn't a desert. The rebuild took over a decade, almost two with the PATH station considered.

You can watch videos regarding this on youtube or just ask people who were there. Bodies were brought out regularly and people had to stop work as that was done. This added to the total cleaup time. There were a lot of bodies and NYFD then NY Guard and FEMA had an entire mobile coroner setup there and a freezer just to handle the rotting dead. The entire area smelled like shit because of this.

But, to your original point, there wasn't any dust storms. Cement is heavy and falls down, since it's much heavier than air and water. The ground got really greasy for the next week but this was all gone by Halloween. When it began snowing, anything that wasn't mixed with oil froze. Which related to the bigger problem forcing everyone to work: the fact that the WTC basement is a pit below sea level, and the walls weren't fully stabilized. And because of the PATH station, a collapsed WTC wall could wipe out the entire Manhattan side of PATH and kill thousands more by drowning. This was the real dirty work and there are no pictures of it because it was extremely dangerous due to the water and falling debris. This was also where the most bodies were recovered, because this is where the building actually was, insofar that a collapsed building can still "exist".

PATH = Port Authority Trans Hudson. The subway train between Newark and Manhattan. It's Manhattan Terminal became part of the WTC complex and the WTC foundation began when the original PATH terminal was demolished for the WTC structure. After 9/11, the entire basement had to be reinforced for any other work to continue. It's part of the reason why the original buildings could not be rebuilt, and the site of the original buildings are now just fountains because it eliminated all the stress on the walls. NYC then and now can't afford PATH to flood and break permanently. This was the largest engineering problem the entire WTC cleanup faced because any failure here would kill people. Some of this is posted onto Youtube by train foamers and PATH itself but was generally forgotten with all the other things happening above. The original PATH, FEMA and NYPD train station walk-through is still on Youtube although censored (they removed all the parts that had dead bodies or body parts).

Which relates to the nearby Amtrak Tunnel rebuild, which Republicans have consistently fucked up because Chris Christie is a faggot and so is Trump. But this is a larger generational problem with boomers as it relates to destroying Penn Station for a fucking niggerball arena and attempts to turn the empty post office into a proper NY Amtrak station.
