There were a lot of bodies and NYFD then NY Guard and FEMA had an entire mobile coroner setup there and a freezer just to handle the rotting dead. The entire area smelled like shit because of this.
But, to your original point, there wasn't any dust storms. Cement is heavy and falls down, since it's much heavier than air and water. The ground got really greasy for the next week but this was all gone by Halloween. When it began snowing, anything that wasn't mixed with oil froze. Which related to the bigger problem forcing everyone to work: the fact that the WTC basement is a pit below sea level, and the walls weren't fully stabilized. And because of the PATH station, a collapsed WTC wall could wipe out the entire Manhattan side of PATH and kill thousands more by drowning. This was the real dirty work and there are no pictures of it because it was extremely dangerous due to the water and falling debris. This was also where the most bodies were recovered, because this is where the building actually was, insofar that a collapsed building can still "exist".
