The prime minister has to put it up to them, and they have to agree, but they can also refuse. But without the prime minister and the monarch cooperating, parliament cannot be dissolved.
Parliament is dissolved every five years anyways, and dissolving it prematurely just means that an election will be held. After the election, it re-convenes as normal. And as we all know, elections are a farce and nothing fucking changes.
