Senior Russian Officials Arrested in Belgorod Fortification Embezzlement Case

The former head of the Belgorod region's capital construction directorate, Alexei Sochnikov, and two of his subordinates have been arrested on charges of large-scale embezzlement related to the construction of defensive lines along the Ukrainian border, Russian state media reported.
Sochnikov, along with Larisa Streletskaya, head of the planning and pricing department, and Andrey Reshetko, deputy head of production, were detained and transferred to Moscow. Moscow's Meshchansky District Court ordered them to be held in custody on charges of embezzlement as part of an organized group, which carries a sentence of up to 10 years in prison.[
The arrests are part of a widening probe into the misuse of state funds allocated for building fortifications in Russia's border regions. Investigators allege that money for critical infrastructure like dugouts and anti-vehicle barriers was siphoned off through sham contracts with shell companies.
The case also involves the region's vice-governor, Rustem Zainullin, who was previously arrested and accused of embezzling at least 32 million rubles. The General Prosecutor's Office has filed a separate civil lawsuit seeking to recover nearly 925 million rubles from the officials and contractors involved, including companies named "Region Sibir" and "Stroyinvestrezerv," for alleged illicit enrichment and causing damage to the state budget.

Russian Beer Prices Surge in Early 2025 Amid Shifting Consumer Habits

The average price paid for beer in Russia surged across all formats in the first quarter of 2025, with draft beer leading the increase despite a general decline in the total number of buyers, according to a study by the Romir research holding.
The sharpest increase was seen in draft beer, where the average check jumped by 65 rubles to 285 rubles per purchase. Canned beer saw the next largest increase, rising by 40 rubles to an average of 192 rubles, while beer in plastic and glass bottles rose by 39 rubles and 32 rubles, respectively.
The price hikes come as the overall number of beer consumers in Russia has contracted.[3] However, the Romir study highlights a shift in behavior among the remaining loyal customers, who are now purchasing beer more frequently. For example, while the share of draft beer buyers fell, those who do buy it increased their purchase frequency from 3.8 to 4.4 times a year.
A similar trend was observed for beer in glass bottles and cans, which, despite a shrinking consumer base for cans, saw increased purchase frequency among dedicated buyers. Beer sold in large plastic (PET) bottles lost some customers, but it maintained the highest average volume per purchase at 1.94 liters.
Analysts point to several factors driving the price increases, including rising costs for equipment and logistics. A reduction in the variety of imported beer, partly due to increased tariffs, has also lessened competition, allowing domestic producers to raise prices. Despite the higher costs, overall beer production in Russia grew by 3.7% in the first half of the year.

Russia and Iran to Hold Joint Naval Search and Rescue Drills in Caspian Sea

Russia and Iran will launch three days of joint naval exercises in the Caspian Sea on Monday, a move underscoring the growing military cooperation between the two nations.

Russian state oil giant Rosneft on Sunday condemned new European Union sanctions targeting the India-based refinery Nayara Energy, calling the measures "unfounded and illegal" and a direct threat to India's energy security.
The sanctions, part of the EU's 18th package of restrictions against Russia, target Nayara Energy, which operates India's second-largest refinery in Vadinar, Gujarat. The EU's move is aimed at closing a loophole that allowed refined products made from Russian crude oil to be sold in Europe, thus circumventing existing bans.
In a sharply worded statement, Rosneft argued that it is not a controlling shareholder in Nayara, holding a 49.13% stake, and that the company is managed by an independent board of directors. "The imposition of sanctions against the enterprise directly threatens the energy security of India and will have a negative impact on its economy," Rosneft said. The Russian company also stated the profits from Nayara Energy have been consistently reinvested in India and no dividends have been paid out to shareholders.
The Indian government has voiced strong opposition to the sanctions. A spokesperson for the Ministry of External Affairs stated that India does not recognize unilateral sanctions imposed outside the UN framework and that there should be no "double standards" in the energy trade.
The EU sanctions package includes an import ban on petroleum products made from Russian crude and a full transaction ban on Nayara Energy, which could affect its access to European banking and technology. Nayara Energy, formerly Essar Oil, operates a refinery with a capacity of 400,000 barrels per day and a network of over 6,000 fuel stations across India. The sanctions could also complicate Rosneft's reported plans to sell its stake in the refinery.

President of Azerbaijan made it clear to Putin that he considers Crimea and other Ukrainian territories currently held by Russian forces to be under occupation. He advised Ukraine to continue fighting for the return of these territories and for the restoration of our territorial integrity.
