Just being poor shouldn't automatically qualify you for hand outs. Then it just reinforces the behavior that caused the individual to be destitute in the first place, such as drug usage.
For people that genuinely have no way to work, like disabled, elderly, and children, it is a good thing.
But wealth redistribution needs to be achieved through higher wages, less unemployment, and lower cost of living. Hand outs just for the sake of it are illogical and self-defeating.

I see welfare as beneficial, but only as long as it keeps people to a livable standard, but not above. The bare necessities. Ideally, it would be state-owned flats only, paid prepared maximum of electricity water etc. so that they can't bitcoin mine, central heating, and money for food in the form of debit card-like electronic vouchers that can be used in specified shops.

Only for old people and those who are displaced as a result of natural disasters or arson. Losing your job or being disabled are not good reasons for welfare, you can find jobs anywhere BUT the government also needs to force businesses to hire disabled people. Factories across the nation force employees to stand unnecessarily in some misguided attempt to fight obesity, meanwhile more people are becoming physically disabled by the policy than helped. Welfare was never meant to help the mentally ill, those people were supposed to be burdens on their own families and not the taxpayer, that is a large portion of welfare as well as SSDI claims. This shit is so easily solved but politicians (like doctors, bankers, insurers) are in the business of re-appropriating wealth, they are no friend to average people and the sooner they see it the better. Depends on the environment. Welfare isn't needed when you have a growing economy and there is plenty of work to go around. When the economy stalls and there is a greater supply of people than there are jobs, then action needs to be taken.

I very much support the concept of a welfare system, but nothing like what we have here in America, where it is just a cash grab for niggers and drug addicts, and incentivizes them to remain unemployed, have children that they are unable to independently support, and generally makes them dependent on it.
If it were for people whom actually needed it in a homogeneous society, such as widows with children, recent lay off or injury or unforeseen circumstance that led to a loss of employment, etc. then I am all for it.

Instituting life-long caps on the amount of benefit any individual can receive would solve quite a few issues.
