You can detect and track anything with radar if you've got enough power down a tight enough beam. It's a question of exactly what the RCS is, from what angles and at what wavelengths, etc.

No one has payload figures for the DF-ZF, but it's probably a few hundred kilograms or so. The laws of physics are the same for everyone, and as I said, weight's a challenge for the designers of hypersonic glide vehicles, ballistic missile reentry vehicles of all types, and so on and so forth, regardless of the country.
