So, let's imagine a hypothetical attack, a satellite detects a US fleet at 10AM, sunny day, 3000 km from the nearest fortified island, and it'll take 30 minutes for the next satellite to connect with that fleet.

In 25 minutes a DF-31 is readied and launched, with it speed of 8.16 km/s, it takes 367.6 seconds or 6 minutes 8 seconds to reach the area the fleet was spotted.

A DF-ZF is released when the next satellite connects, and it takes less than a minute to hit the target with satellite guidance. The US fleet can have moved at most 28 km in any direction, the DF-ZF can fly close to the surface and maneuver up to 28 km.

A DF-ZF can kill any USN ship in one hit, US ad cannot stop an object at MACH 10.

Is there anything wrong in this scenario?

That's a lot of hypotheticals. You're assuming there's sufficient coverage to get updates at 30 minute intervals, a lack of counteraction against the surveillance satellites in question, etc.

I conceded so much already. The time for the PLARF to launch a DF-31 is measured in seconds or lower minutes, not 25 minutes. The Chinese satellite coverage is built in a way it's somehow low for some part of the day, but very dense (>10 minutes) on other parts.

I know where you got that figure - it's from the Wikipedia article on the DF-31. It's not applicable here; the DF-ZF is paired with a single-stage booster with a much lower burnout speed.

There's no point, given the existing design, of getting much faster than that - you're limited by aerothermodynamics; in other words, you can't fly too fast (and DF-31 burnout speeds are about twice the actual burnout speed) without burning up.

Chinese ICBMs have, from a strictly rocketry standpoint, about the same performance as American ICBMs. They fly on just the same trajectories - the laws of projectile motion/orbital mechanics are the same throughout the entire universe. The propellant mass fractions are about the same, and in any event, the specific impulse you can get with any kind of chemical propellant is fairly low, esp. if you're talking about solids.

35.0° inclination? That's pretty low, but perhaps they're less interested in coverage at high latitudes. You also need information on the RAAN (right ascension of ascending node) for each one. I don't have scientific computing software on this machine.

Leaving that aside, regardless of the fact that the thing can glide during the midcourse phase (it's much shorter-ranged than 3000 km, too, apparently) since the thing's a glider, the fastest it will ever go will be at burnout. Anything gliding experiences drag, and so you'll necessarily slow down - and slow down a good deal - subsequently. It doesn't matter how much you refine your component technologies - with this general architecture and so on, that's what'll happen.
