Visual and thermal voxel tracking will work at all times assuming weather conditions are good enough. It won't ever have the range of radar, but it's better than nothing. With combat load and using afterburner the F-16 range can be measured in minutes. It's not a long range fighter. It's forced to go slow or stay close to tankers. It's a great defensive option but terrible for modern warfare where range is king.
