Oh yeah this idea was proposed early 20th century by the USAs Technocracy Inc movement.
The proposal was that every citizen receive a portion of the total energy output of their nation (split into shares with number of shares being determined by the type of work an individual does)
These "energy credits" would expire at the conclusion of the economic year. Making saving difficult and hopefully making wealth accumulation virtually impossible in any meaningful sense while still allowing people to enjoy greater reward for more difficult, dangerous or prestigious work.

The point is to make saving impossible. They're already halfway there with inflation (you can't save money, it gets its value taken away due to them issuing so much of it, so you're forced to buy stocks instead - which is why you see so much waste and grift in the stock market; it's being artificially subsidized) and the end goal is that you eventually won't even be able to use stocks as savings either (they can just designate your money as being for rent, food, etc., only, and not for investing) with the goal being that you'll be unable to retire and forced to work until you die.

It is the most jewish thing imaginable.
