Europeans for shear number dead; but a lot of that comes down to modern technology in the 20th century. Had other races had the same power and technology I have little doubt they would have matched those totals, the Japanese did and they were very possibly the most brutal faction in WWII killing some 20 million Chinese in the process.

Technology aside, for shear continual warfare as well as the violence of their various cultures and religions I'd have to hand it to the Native Americans. The Aztec slave empire and its psychotic and constant human sacrifices are a real stand out but then you have groups of North American Indians like the Comanche who believed that the power they gained by slaying an enemy was in direct relation to how much they suffered so they would ritually torture anyone they captured for as long as possible. Even in the most savage parts of Africa you don't have that many cults built around human sacrifice and ritual torture.
