It's not just any sand.
It's construction grade sand, which is a valuable and semi-limited resource (you can synthesize it, but it's an energy intensive process).

The planet has plenty of sand. China could easily buy up Morroco or Egypt and "mine" the sahara, but desert sand is too fine and useless on its raw state. In order to make strong concrete you need rough sand.
