Others don't ever have to pay it at all, the lender just doesn't get it back. If you think about it for even a second it would be really perverse for a state to have any kind of law that guarantees lenders are paid back if anything goes wrong, or that uses state force to ensure people who take out loans to pay them back (in either case you're asking the state to effectively enslave people to the advantage of any random lenders, even the most frivolous or asinine lenders).
