Section U.S.C 230(c) -- You are not responsible for what users post on your website. The feds have to go after the person who posted it. This immunity is what lets facebook and co exist.

In that case you look into your software stack, specifically how you handle image upload. I don't fuck with AI stuff too much but you probably want to write logic that looks like this:
-> Catch File
-> Validate MIME
-> Send to AI for characterization (you want a local model, something cheap and inexpensive ideally. Maybe there is a deepseek or qwen model suited?
-> If pass, render image to thumbnail
-> If fail, reject post

I'll also add there's some confusion about the technology on offer. First there are image hashes, which just computer the image hash and compare it to a list of known files. The problem with this is that images can be cropped or slightly altered to pass through the hash filter.
So MS created PhotoDNA, which uses some math to detect altered images. But these only work for known images, not new images.
So AI is the next step, because it can classify an image as
