Russia was always a shithole compared to any other western nation. It was always authoritarian state where paesants could be killed on a whim and were poor and alcoholic.
The only time Russia was "peak" was when they conquered something and stole money from other countries and exploited them. But after a brief moment of "glory" in Moscow or St. Petersburg which were fueled by stolen money it always succumbed back into being shithole.

Imperialism. Expansion as its only means of survival but it created an unnatural entity that can never be a functioning nation state. Its vast distance always makes control with anything less that top down tyranny nigh impossible. A russia centered on moscow and st petersburg and the surrounding areas and shorn of all the rest would be a functioning and probably fairly wealth nation state.
