Depends on the cause of the issue.
If there was misunderstanding then corporal punishment won't make the punished understand therefore there will be no improvement.
However if the punished was lazy, rebellious, or absentminded, then corporal punishment might be effective.

Either way I'd rather take a couple of belt hits and move on with my life than be forced to endure HR bureaucratic punishment.
