What it seems like to me is that Matt and Trey are shit stirrers, and they are trying to cause a fight between Trump and Paramount, seeing as South Park episodes are delivered sealed and maybe one person other than the creators get to watch and vet an episode before it airs.
That person is probably about to be out of a job, as clearly his hatred for Trump overrode his better judgement at the Paramount jabs and the awareness of his situation.
Remember how nudity used to get slipped into movies in early film?
At almost the moment a woman was going to show the goods, usually an unexpected part, a plant escorting the person to vet the film would offer the censoring person if he wanted a cigar, and offer to light it up, as a distraction and also to temporarily ruin the censor's vision in the darkened room with the lit match.
Perhaps this is a similar case.
