You need the license if you have a tv at home, or if you stream live on BBC. You can chose to not pay saying you dont have a TV or stream live BBC, but they can come and check and if you lied you get fined. Its not that different from PBS which we pay for through taxes, its just a different model.

Yes but hardly anyone pays it. It’s just to watch live tv. Anything like Netflix and whatever don’t count, can even technically get round it by just recording on stuff like sky and watching it with a few minutes delay
