Israel was a poor country until the late eighties and most of it's wealth appeared after 2000 so any proper infrastructure was a pipe dream 40 years ago. They are building multiple light rail lines now and there's serious talk about a subway but this could take another 30 years to finish.

I suppose the north has charm, an apartament there is multiple millions of dollars, even 60 year old shitholes. The Yarkon park is pretty nice, I like renting a bicycle and riding around there when it's not too hot.

Depends what you're looking for. There are many nice suburbs to Tel Aviv. My personal favorite city in Israel is Modiin however, because it was designed as a city from day one so the infrastructure makes sense.
