On paper they always should but in person, a commie will theoretically see anyone they're talking to, assuming they're not rich and "fascist", as a comrade. A fascist will see you as a contagion or cannon fodder unless they see you as a potential mystical elite. Fascism has more death cult overlap, it's good to die and kill undertone overtones. Communists are just insufferable and maybe likelier to get you killed overall but less evil person to person.
