Situation can immensely be improved, if gibs for migrants have end date. Say 12 months. That they are not able to live endlessly on those.

Here we have strict laws against employment without a contract. And it is hard to get contract for illegal migrant. Very, very few people will take risk to employ them, and will not care of potential fines in tens of thousands euros (or even jail time, if employee got injured).
