You evolved in tight knit tribes which practiced cooperative behavior among members, but had clear boundaries between members and non-members. An example of a group that still lives like this is Jews and it's no coincidence that they have disproportionate power in the modern world. People lived like this historically because it was effective, and if Jews can establish and maintain a monopoly on this way of life then they will naturally rule over all the people forced into less effective modes of social organization.
If you impulsively fucked everything that moved then you would be ruining the lives of the other people in your tribe, causing your tribe to become depressed, demoralized and demotivated. This increases the likelihood that you are conquered by foreign tribes who will kill you and your male heirs and take the women for themselves, resulting in the end of your bloodline. The net effect of this is that you evolved to be a bit "awkward" when it comes to sex. This awkwardness is basically evolution's solution to balancing your individual wants and needs with what's best for wider society. I say net effect because there are a bunch of intermediate steps. For example culture usually evolves faster than genetics so what typically happens is that groups first evolve rules and moral codes to protect themselves from behaviors that benefit individuals at the expense of the collective health of the group, then people's genetics evolved through artificial selection with respect to those rules.
