Civilization is founded on 2 pillars: technological and moral.
Technology is founded on engineering, which is founded on physics and chemistry, which is founded on math. Math is basically abstract representation of phenomen. Like 1 is merely a symbol for phenomen of single occurence/entity of whatever.
Morality and its rules are also abstraction as it requires some degree of empathy and capability to simulate yourself in different situation, making it just an abstraction. We abide by traffic laws because we can imagine being ones on the other end and we can realize that if everyone plays by the rules, it generally flows faster than if it was complete chaos. In lot of brown countries everything is seen from purely subjective point of view, as if it's good for me then I don't care that it's shitty for someone else as I don't even imagine myself having this done to me.
So, civilization and order is built upon ability of abstract thinking. IQ tests measure your ability to rotate and shape figures to find patterns, which is basically measuring your ability to simulate and thus effectivenes of abstract thinking. Since it's also timed, it's actually efficiency of abstract thinking. When you look at IQ scores, browns have lower IQ, and mixed countries like Brazil are somewhere inbetween.
Brown skin is simply adaptation to warm climate with lot of sun exposure. Coincidentally, such climate can often produce food all-year-round and animals roam all the time. Those people could live day-by-day without thinking of the future to survive, and thus they had no incentive to develop abstract thinking required to simulate idea of future. In Africa you can grb shit off trees or hunt every fucking day. Only chaging shit is like raining and non-raining season, but you can just follow animals for that. On the other hand those who adapted to life in northern climate with seasons like winter where plants die and animals sleep, had to develop abstract thinking to simply survive.

As for east asian countries, it probably has to do with their culture and adaptation to it. Gentically they are good stock capable of maintaining civilization, unlike pajeets or niggers, but iirc confucianism and other roots of their culture were very work and hierarchy focused. I don't know exact degree of genes playing into this, there surely is some degree as even poltiical inclinations are tied to your character, which is also mix of genes and adaptation to environment, but you can still see asians growing in US turning into the same sluts as american women if their parents don't wrangle them.
