Those types of quickly built facilities are all over florida. For instance, when there is a hurricane, power usually goes out, and linemen have to drive up and down the whole state to restore power. Where do they sleep? In those types of facilities. Alligator Alcatraz is actually better than most of them.

It is a location that is it , putting a prisoner in a location that you have designated that is suitable for them is not "illegal".
If they send you to Rikers island you can't whine because is is not a ski resort like you want.
It is an air station that is used for storing planes and refueling them . They just came up with a scary name because of it's location ( in the middle of the everglades ) because if you run off you are most likely to get eaten by an alligator.

They did the same here in Canada with German POWs during the war. Put them in Northern Canada where if you ran away you were likely to be eaten by a Bear or Black flies
