The civil rights act created more inequality and legalised the discrimination of ethnic groups on arbitrary standings.
If anything it was more racist than anything before, because of the narrative it created: "Blacks are inferior, thus they need help. We need more money for the programmes because blacks are worse than others."
It doesn't even matter if that's true or not. Meritocracy puts people in equilibrium, whatever financial level that's on, and what the socialist policies do is bury successful people while telling less fortunate people that their poverty is a product of their blackness and not a lack of tractive effort.

Having explained all that...

Then when government started trying to move them into neighbourhoods and cities they tried to leverage the reaction as exclusionary. The First Amendment has been interpreted to mean something like that but it's an interpretation, same as Roe v Wade, and more importantly, the law already abrogated the version you want here. The courts would probably agree that you can't be forced to join a church for instance, but the right to exclude people from housing on the basis of race or creed was already specifically removed by the Civil Rights Act and those laws have been successfully used in court.

The removal of affirmative action reaffirms this logic as affirmative action is pro-brown racial discrimination; a ruling that you can't discriminate in favor of browns is not a ruling that you can discriminate in favor of Whites, or against browns. It just reaffirms the underlying colorblind ideology which would oppose a race conscious community.
