There is no such thing.
In fact, I'll prove that immigration is immoral by examining it case by case. But first we need to assume that the are better countries and worse countries, based on:
>economy
>development
>education
>safety
>culture
>etc.
If this wasn't the case and all countries were equal, then people would not immigrate in the first place... Unless their goal wasn't immigration, but rather conquest.

You can find those in literally any country. If you need to go to a different country just to find a job or a partner, then it's clearly because you're planning to exploit someone in a way that you wouldn't be able to do in your own country.
Now that we've determined there are better countries and worse countries, it is safe to say that immigration from worse countries to better countries is always immoral.
Say that we live in a first world country and want to import migrants from a third world country:
>1. If we import the worst migrants, they will bring along a variety of issues like criminality, low IQ and drug abuse, which will inevitably make our country worse.
>2. If we import the average migrants, they will slowly but surely make our country more similar to their country of origin, which is still worse.
>3. If we import the best migrants, they could possibly bring us a short-term benefit, but at the cost of leaving their country of origin in the hands of the worst people, which will make it far worse than it already is and will destroy all of its hopes of future development.
