sometimes they just don't. I've worked at a public utility doing bus plans and shit. their printing department was one and a half storeys above ground, but the storage for the big paper pallets was in the basement and they only recently got an elevator connecting both. the whole building was a maze made out of stairs forming a horseshoe around an elevated courtyard garden with a bee hotel on top that did cost around 20k. there were hundreds of keys, hundreds! you literally don't understand how bad it actually is.

At the time, no one had any idea how a reunified Germany would vote. Even now, there is this massive political divide between the two halves. I get the argument, but I disagree with the solution. A lot of the centralization issue comes from hatred of change. People want predictability, but it is a balancing act. You need a mechanism to change your leadership, but people want a person they know. It's hard to mediate those two motives. 35-65 seems reasonable.
