It's not necessarily the doctors but the organ donor cartels who pressure them to declare death and start the harvest asap. Imagine being in a state where you can see and hear what's going on but can only blink in response. And some cartel ghoul is trying to convince the doctor to pull the plug so that one of your kidneys can go to some PR charity case while the remaining 99% of your organs go to rich donors.
