Everyone, before you assess educational systems you should at least know a couple of details:
1. Despite EQF and the Bologna process, different countries report "graduates" differently. This means that France includes post-secondary EQF6 in the "graduates lot", whereas Italy reports only EQF6 *from universities*.
2. Hour count in compulsory schooling is heavily affected by how sports and club activities are factored in. In some countries, students "overstay" because they have totally optional extra-curricular activities to tend to.
3. Some countries have a lower number of school days, but higher hours per schoolday. Other countries "release" all kids at 12.00 or 13.00, and this shows in the stats.
4. Countries define compulsory schooling differently. Italy, e.g., has a low "overall" requirement, but families tend to keep youths in school up o Y13 because they want them to obtain a State Attestation. Again, different system = different stats
Just be careful when discussing these elements. You might discover data are more fragmented than one things.
