One of my guesses is that the adopting a "rescue" trend went out with woke, which reduces the out-take at these shelters. I think it's a symptom of general instability - people are moving around more and less tied down and the main inconvenience of pets is you can't just leave for weeks and months at a time.

my former boss was a dude who spent like $500,000 just to breed dogs because he thought it would make him money and he went bankrupt in the process. A lot of foreigners love to breed animals and try to sell pets and when they can't sell the older animals they try to give them up for adoption and or take them to the shelters.
