Not really shadow, just Chinese politics is all top-level only, there are many factions.
Normal plebs and lower level guys have zero input, but China has never been a monolith since Mao died, and even in his lifetime he had to do a reverse-coup to regain total control.

Western governments have their own elite factionalism, but more of it is out in the open for the proles to see.
