Canada was never meant to be one nation. As a matter of fact, Canada (the cute name for how we call the former administrative territory of the Hudson Bay Company) was not supposed to be a nation at all, unlike the USA and Mexico, who can claim their nations were built on martyrs who fought tooth and nail for their independence and survival.

Canada is just not like Mexico and the USA. It has even less of a claim to be independent than Ukraine.

If Canada had been a territory of the USA at any point in its history, it'd accept being annexed. Ukraine, on the other hand, fights back. Canadians would not put the same resistance, and likely would not even tell that they had merged after six months because both countries are so similar.
