Didn't significant parts of california burn to ashes just a few months ago? Why does it feel like this never happened? What happened to those cities? What happened to the people?

Are they rebuilding? Where did the people move? Have inscurance companies really payed the billions and billions this must have cost? If not, who else is paying?
