This guy gets so thoroughly beaten, he goes down to 0% of the map. No territory AT ALL!
He plays on, exploiting the hatred the two biggest players have for each other. They repeatedly bomb each other, while he focuses on building out a small little country and growing incredibly wealthy. Then he starts funding both sides of the war. When one of the two big players grows weak, he throws them some money, and vice versa, just to keep the conflict between them alive.
At the end, he grows, and grows, and then wins.
This is how you play a strategy game if you're the small man on the field. You WANT two sides fighting, and then to exploit that conflict to your own advantage.
If the US ever got a leg up on China, Israel would start backing China, just to keep the conflict going while they grow. That's how they're playing this.
