The concentration needed in the air for you to get a dose would be insanely high.

There is a dual problem:
Too high concentration will make you get too much of whatever they are spraying.
Too low concentration, if you count for the prolonged exposure, can be too low to incite an immune response.

Aerosolized nose sprays are fine, Remember there is a carrying agent (water), which is dispursed, and is quite heavy.
Spray into the nose and probably all of it will stay in there.

Not to mention the extreme temperature changes, drying out, sun and chemical exposure, it all has while falling down. Even if you just use a lawnblower to spray it around, it's extremely wasteful.
