The answer: consumers are price sensitive and don't care how much it costs you to make something, they can and will switch to a cheaper alternative and let you go bankrupt if you raise prices, most likely that cheaper alternative is an american business which hires Americans.

More over there's lots of capacity in american manufacturing that is just waiting for customers. Hardly any american manufacturer runs in 3 shifts but with more domestic orders they could spin that up in the matter of months by just hiring more workers.
