No, actually the poorest people should pay more taxes if they want all kinds of social services. Poor people are the main beneficiaries of social programs.

Also, if poor people kick in more of their income, they are going to be far more politically invested in securing good return on their meager contributions. Ie they will demand efficiency and benefit from massive scale investments. They don't care about efficiency and corruption at all when it's "billionaire's money" and they can just go get more of it from someone else.

One of the cornerstones of German socialism is that the poor also pay and contribute as much as possible.

Dividends are a form of capital gains and the 'capital gains' you're trying to exclusively refer to are just trading assets. The dividend or any other passive income from another asset, is just like interest on a loan to them to pay income. It's all still taxed, progressively.
