IF society claims to care about women and IF all men are apparently rapists, why isnt society doing all it can to put a pistol in every female hand and give them state funded firearms training?

Most women would hurt themselves if they owned a gun. They are not averse to accidental discharges, and this creates an unsafe environment when guns are around.
