The governor can nominate people to replace the missing members.
He can't vote yes or no on the members unless a tiebreaker vote is needed.
But if he fires the people who got all expenses paid vacations at the last minute, those seats are vacant and don't count.
100 seats.
Need 66% present to vote.
10% leaves, no vote can happen.
Fire them.
Now you only need 56% present of the allotted 100 seats to vote.
Texas is predominantly republican.
Democrats did not have the numbers to win to begin with.
Minnesota state tried to hamstring the vote by paying for a bunch of Democrat representatives to go on vacation away from Texas so the vote couldn't happen.
Now the governor of Texas has given the missing democrat representatives less than 24 hours to return and be present to vote or get fired.
Democrats would have to nominate and have a new election of representatives to replace the fired representatives, fast.
Until then, they would be working at a 10% disadvantage in a state where they already lose most of the time.
But, laws and bills would also be 10% easier for Republicans to pass until the Democrats replace their fired members.
