Imperial Guard (Astra militarum) is very good starting point, there is many different sets, plastic and metal, you can do rank-and-file modern-esque looking dudes, topless dudes in the jungle, desert dudes, imperial russian looking dudes, WW1 dudes....
You can always put more effort/break the color scheme for stuff like Heavy Weapons, officers, medics etc.

read the first 5 and then you can pretty much go anywhere that interests you with different factions in the series. though there is a chronology to them and it is better trying to stick to it as much as possible, particularly the early days.
just read Horus Rising, False Gods, Galaxy in Flames, Flight of The Eisenstein, and Fulgrim in that order and you'll be in.
