the key word here is clean water. these communities usually have a source of water like a river or a stream nearby to sustain them just fine.
Urbanized and modern life exposes us less to the shit you can find in wild waters like that, making it more dangerous to use. in the minds of some people all people need access to clean water in order to survive, which isnt accurate. water from a local well is probably fine.
Though a legitimate issue with some of these places is that their source of water can be subject to changes like the course a river takes changing, or the water becoming polluted, etc. At which point you *would* need a clean water supply built.

Either way I dont think most of these places need this clean water supply per se.
