After Hideyoshi took over Japan what's the first thing he did? Plan to invade Korea. After Japan opened to the west what's the first thing Saigo Takemori asked for? Invade Korea. What's the first thing Japan did after getting a functional navy? Colonize Korea. And I have no idea what started this it's just been a persistent trend in Japanese history.
