he is. think of it this way, if they're fine with joe shmoe civs being killed so long as their plans come to fruition, then of course they would leverage lifetimes worth of perpetual felonies against creating what is essentially a billionaire slave. Free service in every thinktank, influence, funding, everything gone if they pull the plug. Same with something like Boeing. The incentives, motives are all there.
