If you are physically or mentally incapable of fulfilling this, you are exempt from this, but you will have to go to some state-run facility where they now have the license to subject you to excruciating medical and scientific experiments.

If you're an immigrant and you can't secure education, employment, or training, you'll have to go back to your home country or else you'll be breaking the law. Which is literally how it already works I'm pretty sure.

If these measures were in place across the US, what would happen? Would they be effective and improve life? Would they result in more chaos? Could they work with modifications?

The issue is that our entire economy since the 70s was built by boomers wanting to outsource physical labor to the mentally retarded or nonwhites while they kicked back in air conditioned offices chasing numbers on graphs.
