Everyone in the United States older than a certain age (18 or 21) and of a certain physical and mental caliber must have some sort of job title, or be enrolled in some sort of education or training.
If you lack this for more than a certain period of time (on the scale of months), the police will come knocking on your door. Haven't worked out the exact logistics yet, but you will have to choose between some sort of boring government admin paper or cart-pushing, enlisting in the armed forces, or, failing the first two, prison, where they can force you to do prison labor like picking up trash off the side of the highway chained together in orange jumpsuits.
If you are physically or mentally incapable of fulfilling this, you are exempt from this, but you will have to go to some state-run facility where they now have the license to subject you to excruciating medical and scientific experiments.
If you're an immigrant and you can't secure education, employment, or training, you'll have to go back to your home country or else you'll be breaking the law. Which is literally how it already works I'm pretty sure.
If these measures were in place across the US, what would happen? Would they be effective and improve life? Would they result in more chaos? Could they work with modifications?
