Everyone in the United States older than a certain age (18 or 21) and of a certain physical and mental caliber must have some sort of job title, or be enrolled in some sort of education or training.

If you lack this for more than a certain period of time (on the scale of months), the police will come knocking on your door. Haven't worked out the exact logistics yet, but you will have to choose between some sort of boring government admin paper or cart-pushing, enlisting in the armed forces, or, failing the first two, prison, where they can force you to do prison labor like picking up trash off the side of the highway chained together in orange jumpsuits.

If you are physically or mentally incapable of fulfilling this, you are exempt from this, but you will have to go to some state-run facility where they now have the license to subject you to excruciating medical and scientific experiments.

If you're an immigrant and you can't secure education, employment, or training, you'll have to go back to your home country or else you'll be breaking the law. Which is literally how it already works I'm pretty sure.

If these measures were in place across the US, what would happen? Would they be effective and improve life? Would they result in more chaos? Could they work with modifications?

I think you misunderstood me. I am not against multi-generational households, which remain a traditional custom of Asian families, and were even common among the West, including the US.

A single house or property can have a Mama, a Papa, a Grandmama, a Grandpapa, Aunts, Uncles, and Cousins, all in one. However, if they are over 18 or 21 or whatever the designated age would be, then they must have some kind of job. A more realistic future I could happening (neverminding how unrealistic this whole situation may be initially), would be that they run to Mexico, Argentina, &c. While this would be less of a logistical challenge, it would be a certain irony if the same orange (orangutan?) The issue is that our entire economy since the 70s was built by boomers wanting to outsource physical labor to the mentally retarded or nonwhites while they kicked back in air conditioned offices chasing numbers on graphs. That and a refusal to tax correctly has lead to a terminal inflation problem which is making it more viable for young people to try to leech off the system rather than work. Essentially, why put in the time to get a job when you could play up a disability then hire a lawyer to fight it for 18 months in exchange for 50% of the backpay lump sum.
Create a system that encourages participation otherwise the system will collapse due to incompetence.
