Honestly, this is a good idea.
I have a heated throw blanket which maxes out at 100W, but is very comfy at 30W. If you put a layer of mylar and some passive insulation, you could be comfortable with only 5-10W or so, even at severe sub-zero temperatures.
A small handheld power bank is 20Ah@5V, which is equivalent to 100Wh. So you should be able to run it overnight and then charge it up during the day with either a solar panel or a power outlet at a library or something. Homeless people usually have phones, so they clearly have at least some access to electricity.

Is nobody going to question why it was Thales that designed it? They make military equipment, in Glasgow they make sensors for submarines and stuff.

When I was in high school, I had this idea but for air conditioned shipping containers that run off solar power for the homeless to sleep in. Where is my reward? This is one of those stray thought ideas that when you think about for more than a few seconds, completely falls apart. And it's entirely done not because it's practical, but lets everyone pat themselves on the back and tell each other they did a good thing and are saving the world while they waste even more resources on useless trash.
