After so many crimes, they eventually get one to stick and land that 20+ year prison sentence, so nothing changes.

If you want actual criminal justice reform in this country then make your punishment be your punishment. You got 2 years in jail? Go do your 2 years, or do some of the time and the rest on parole. Same thing with probation. Once that ends and you are no longer under the supervision of the court then your debt to society is considered paid. No one except for the state can see your criminal record at that point, and only when absolutely necessary (like at sentencing when a nigger inevitably commits another crime).
